The Department of Economic Security, Division of Benefits and Medical Eligibility (DBME), Quality Management Administration (QMA), Office of program Evaluation (OPE) is seeking an experienced and highly motivated individual to join our team as a Bureau Chief 2. This position develops, implements, and evaluates the Supplemental Nutrition Assistance Program (SNAP) advances program goals, objectives, operating and evaluating procedures and ensures program compliance with state and federal laws, rules, and regulations. This position plans, directs, organizes and oversees the Quality Management Administration (QMA), ascertains staff training needs, assists and supervises the development of training, and recommends policy changes and federal waivers to the Family Assistance Administration Administrator in an effort to reduce or eliminate quality control (QC) errors. This qualifies the state for high performance bonus monies from the Food and Nutrition Administration (FNA), instead of sanctions for substandard performance, and works directly with FNA counterparts to ensure the integrity of the quality control process. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Job Duties: Essential Duties and Responsibilities include but are not limited to: Plans, organizes and manages activities of the state of Arizona Quality Control Program. This is accomplished by reviewing the tasks completed by staff, analyzing reports, workloads, workflow, and the retention of qualified personnel. Provide continuous technical assistance to staff by interpreting state and federal rules and regulations, personnel rules and regulations. Identify Quality Control errors and provides recommendations to improve timeliness and quality for the QMA and the FAA. Evaluate the quality of work, prepare evaluations, determine training needs and implement corrective action plans. Monitor timeliness deadlines imposed by the United States Department of Agriculture (USDA), Food and Nutrition Administration to ensure compliance by the state of Arizona. In addition, monitor the internal deadlines imposed by QMA Administrators, managers and supervisors. Meet with subordinates, managers and supervisors on a regular basis to enhance communication between all levels. This is accomplished on a monthly basis with directly supervised staff and quarterly with the entire Office of Program Evaluation (OPE) Management team. Develops and monitors weekly, monthly, quarterly and yearly reports to identify error trends, probable causes and performance progress for OPE and FAA. Oversees and/or completes project objective documents and project investment justifications. Meet regularly with the FAA Management Teams to ensure the state is in compliance with federal rules and regulations. Oversees informal resolution conferences with the USDA, Food and Nutrition Administration, Western Region, and National Arbitrator for final resolution. Knowledge, Skills & Abilities (KSAs): Knowledge in: State and Federal laws regarding the SNAP program. Quality Control procedures. Internal quality control development and programmatic functions. Skills in: Critical thinking and innovation. Organization and problem solving. Strong interpersonal and relationship management. Ability to: Motivate and mentor multiple subordinates’ staff. Plan, direct, coordinate and evaluate complex social service programs through subordinates, managers and supervisors. Mediate and resolve differences, formulate and lead corrective action plans, and the application and interpretation of complicated state and federal rules and regulations. Selective Preference(s): The ideal candidate for this position will have: Five years in the Administration of SNAP program. Five years of recent social service administration experience.
